In the present case the terms of the Agreement of the 4th February, 1902, do not necessarily import an intention that on its completion the principal place of business is to be transferred from this country to America. If, however, the course of events show that the principal place of business of these Companios is substantially and in fact in America, then it is clear that they will cease to be qualified to be owners of British ships.}

Peking, November 30, 1907. PIRACY in Canton waters. Please see your telegram No. 128 of the 23rd instant. I have received the following telegrams, dated yesterday and to-day respectively, from His Majesty's Consul-General at Canton :---

1. "In despatch addressed direct to Viceroy, Admiral conveyed to his Excellency on the 23rd instant the information as approved in your telegram of the 22nd instant, and demanded a reply before the end of the month. This reply was received yesterday from the Viceroy and is of a wholly unsatisfactory nature. His Excellency repeats his contention that under Treaty he is not responsible for compensation; he offers compassionate allowance to Mrs. Macdonald instead, but makes no mention of any definite sum."

2.At Admiral's request I am informing Viceroy to-day (November 30) that inauguration of extended British patrol of waterways will take place next week."
